Arrest in Brutal Quadruple Murder Involving Children

In a harrowing turn of events that shook up a community, U.S. Marshals have captured and arrested a fugitive accused of murdering two young children and their parents.

The suspect, Luis Francisco Soriano, tried to escape justice by fleeing first to Puerto Rico and then to the Dominican Republic, where he was finally arrested at his hotel job.

Soriano, 31, also known as Jefry Yevo, was apprehended in Punta Cana after being wanted for the horrific quadruple homicide that claimed the lives of Fraime Ubaldo, Marangely Moreno Santiago, and her two innocent children – 4-year-old Evangeline and 2-year-old Sebastián.

The victims’ bodies were discovered in a basement that had been deliberately set on fire in Irondequoit, a suburb of Rochester, New York.

Soriano faces four charges of second-degree murder, along with narcotics charges related to the incident.

After committing these heinous murders, Soriano initially fled to Puerto Rico. When he learned federal marshals were closing in, he escaped by boat to the Dominican Republic.

His desperate attempts to evade American justice ultimately failed when authorities tracked him down working at a hotel call center in Punta Cana.

The fugitive was arrested without incident after completing his shift, demonstrating the long reach of American law enforcement agencies when pursuing violent criminals.

This case highlights a disturbing pattern of illegal aliens committing violent crimes on American soil.

Soriano’s brother, Julio Pimentel Soriano, was also arrested shortly after the killings and has pleaded not guilty.

The relationship between the suspects and the victims, including why the family was targeted, has not been fully disclosed.

However, narcotics charges suggest drug-related motives may have played a role.

Critics of America’s border policies have long warned that insufficient vetting of foreign nationals creates opportunities for violent criminals to enter the country.

U.S. Marshal Wilmer Ocasio-Ibarra emphasized the exceptional importance of bringing Soriano to justice.

“Every case is important to us, but this one not only deeply impacted our communities in New York and Puerto Rico, it shook our entire nation,” Ocasio-Ibarra said.

Moreover, the case gained national attention due to the young age of two of the victims – children who had their entire lives ahead of them.

Marangely Moreno Santiago and her children were later buried in her hometown of Salinas, Puerto Rico, as communities across multiple states mourned their loss.

The successful manhunt was the result of coordinated efforts between the U.S. Marshals Service in Puerto Rico, the U.S. Marshals Service New York/New Jersey Regional Fugitive Task Force, and Dominican authorities.

In September 2024, Soriano was added to the U.S. Marshals Service District of Puerto Rico’s Top 10 Most Wanted Fugitive list, which allocated additional resources to his capture.

The case demonstrates how American law enforcement agencies can effectively work across international boundaries to bring dangerous fugitives to justice.

Soriano is currently in the custody of Dominican authorities awaiting extradition proceedings to face justice in the United States.
