DeJoy assumed his role nearly five years ago in the spring of 2020, bringing with him significant changes that aimed to modernize the agency.
His tenure has certainly not been without controversy, as he faced criticism over decisions, like consolidating the processing network and adjusting delivery times.
He requested the agency’s board of governors to begin the search for his replacement following his resignation announcement on Tuesday, February 18, 2025, a decision he communicated directly to the board.
One consistent element of DeJoy’s time as postmaster was his ambitious “Delivering for America” plan, a 10-year strategy launched in 2021.
This plan aimed at improving performance, reducing costs, and establishing financial stability.
DeJoy instituted higher postal rates, slower standard delivery times, and shut down numerous post offices—a tactic met with considerable resistance yet underscored by his commitment to cut costs.
The agency reported year after year of losses instead of achieving anticipated profits in the 2024 fiscal year, reflecting a broader trend of declining revenue with DeJoy at the helm.

Under DeJoy’s leadership, the agency forecasted a reduction in predicted losses by half over the next decade, planning to achieve this through aggressive cost-cutting measures.

Despite such plans, reality has starkly contrasted with expectations, leading DeJoy to warn that without adjustments, the future may hold a more drastic outcome.
“While there remains much critical work to be done to ensure that the Postal Service can be financially viable as we continue to serve the nation in our essential public service mission, I have decided it is time to start the process of identifying my successor and of preparing the Postal Service for this change,” Louis DeJoy said, cited by KBTX.
The USPS’s operational changes were not without heated debate, with DeJoy defending decisions like adding electric vehicles to the fleet after Congress allocated $3 billion for purchases.
The struggle to adapt to a digital age continues, as seen in the 3.6% annual drop in first-class mail usage, plummeting to its lowest since 1968.
The decline in mail volume has further compounded the USPS’s financial difficulties, compelling the agency to raise stamp prices periodically, though in a rare move, there was no increase this January, a change in tact that provides a momentary sigh of relief to American families.
The USPS Board of Governors praised DeJoy for his leadership through turbulent times, acknowledging both the attempts at modernization and the challenges faced.
